Start Cake Decorating Business

My mom wants to start a small cake decorating business out of her home. She is really talented, but has no idea what goes into starting her own business.

Doesn’t she need health department approval or anything like that? and shouldn’t she see an attorney about setting up waiver forms for her customers to sign?

She won’t be doing any marketing or anything like that, she’ll mostly be depending on word-of-mouth referrals. Any suggestions? Thanks in advance. You guys are the best!
